You are giving too much credit to Biden with regards to how “clean” his hands are in making those decisions.

Sorry if there's some confusion, but that is definitely not what I am doing. I am not saying Biden has been shepherded into assisting a genocide that he wouldn't have chosen to do, what I am saying is that the scope of his options are managed and presented to him in a very specific way to make sure he picks from the range of decisions the advisors want him to make. There was quite a lot of reporting regarding how advisors had to change the kinds of "bad" options they showed Trump because he often picked them instead of picking the obvious "good" option they wanted him to pick. Biden's no different, except in that he fully believes in the neoliberal empire so he doesn't need so much coaching.

Here's a distinction: while I agree that it's fair to call him the architect of the bill, the likelihood that he wrote any of it at all is approaching zero. Lobbyists and aides wrote it and he signed off on it.

These are things that 99.99% of all senators and congressmen would say if they were in his position. He's not the architect of this stuff, he's just the rubber stamp.

edit: this may simply be a fundamental difference between America and more reasonable parts of the planet - our politicians are not thinkers, they're not writing books on theory (or reading them) they are mascots for the companies and interests that fund their campaigns.

The other day a client sent in a ticket, all caps, ranting, because they didn't read the documentation. I went out of my way to call them since they provided their phone number, and how did that go? Well, they spent five minutes shouting about how they don't have TIME to schedule a call, they needed it fixed NOW. Of course, it wasn't important enough to stop shrieking and providing advice to me about how to run the company that I don't run so I could actually tell them the solution to their problem. Even after they got through their initial shouting fit and I solved the problem their dumb ass created for themselves, they went right back to yelling management advice at me, a person who is not in management.

This is why phone access is less and less available. Who has time to waste listening to some 60 year old man-child who hasn't figured out how to interact with other humans? There was actual work I could have been doing instead.

I want to be clear: I don't think you want to harass employees on the phone. However, as a person working for a very small company that used to have open incoming phone lines, 99.999% of the time someone just wants to "talk to someone" about a problem they're having, they really just want to yell at and insult someone who has to take their abuse as a condition of employment. That's why it's so hard to get someone on the phone.
