Tariff is just a type of tax though, that only affects international goods. The only reason you'd want a tariff on top of a tax (if you're thinking rationally at least, unlike this admin) is if you were trying to incentivize domestic manufacturing of said good, which doesn't seem to be the point of your post.

Completely agree with your viewpoint on this, just want to correct that I think you meant to tax unhealthy foods. Tariffs by definition only apply to goods coming from international sources.
