Unfortunately, I think your friend may have been mistaken. When ow2 released it was free to play, and you could pay for some skins and a battlepass (also access to ow1 if you didn't have it) but there was never any purchase options for pve, and you did not have to pay for pvp
Thank you for the clarification. It's most likely the battle pass that he bought.
