There's only one metric being optimized for here- campaign finance donations. Until that stops being the case, politicians will continue to optimize for it as we see here.
That's what the No Fossil Fuel Money pledge that a lot of the Democrats have signed is about dealing with.
It's nice but only one source of funding that the Democrats never much relied on to begin with. If you want a real solution, it needs to be something more like this
The Democrats have introduced legislation, but never had the votes to pass anything like that.
