Japan was not offering surrender though??

Kamikaze pilots are a thing because of the Japanese military mentality at the time.

They had sent two attachés to the us to negotiate surrender and the US ignored them so they could drop the bombs

wow way to paint such a simple evil picture

firstly japan surrendered because the soviets moved to enter the pacific theater.

second this is a country that was warring (see:INVADING) other countries to take control of them for the previous 15 years.

third, while the US didnt NEED to use atomic weapons, hindsight is 50/50 and if japan or germany developed these weapons first it would be a very different conversation and world.

so with all that in mind -- no japan did not offer unconditional surrender they were in no interest of removing their emperor and were still warring and engaging in military conflict while also floating the idea of surrender among the upper echelon of decision makers

but in no way did Japan offer surrender twice and were refused so the US could use their atomic weapons. gross portrayal of complex historical happenings.

and let's be clear japan instigated the war not only with the US but many local countries too. they were invaders and extremely brutal invaders at that
