I’ll assume these are instances of building out the public transit system where future growth is expected while it’s cheap and easy, instead of waiting for the development to happen and then trying to build a subway station around it.
There was an amazing tweet I vaguely remember seeing posted on
on r/shitliberalssay that had some liberal noticing that a Chinese subway stop they had previously called out for being "in the middle of nowhere" was, three years later, at the heart of a bustling new population centre. Iirc they weren't impressed and declared it to be a matter of "luck".
