Evil countries based on how they operate on the world stage, the attitude of their citizens, and historical context, probably

  1. USA solidly
  2. UK
  3. Israel
  4. Saudi Arabia
  5. Japan or Canada, but I’m leaning towards Canada, probably because I’m Canadian and I know about all the shitty shit we’ve done around the world and to our native population in intimate detail.

I honestly don't know how much worse it gets than Israel on that end. But there also are the Baltic states, where it appears that everyone who isn't a communist like our GOAT Robert Kurvitz and the rest of the Disco Elysium team is an out and proud nazi. It's illegal not to be a Nazi in the Baltic states, even! They banned victory day celebrations (Russian source, take it with the slightest pinch of salt).

I think that Japanese history puts it ahead. Beyond what they did in Asia outside their country, they also oppressed Japanese natives, such as the Ainu. Moreover afaik they are even more resistant to owning their own atrocities
