I believe that graph doesn't show a measure until you click an option. I clicked it and the most common response was 'Fair'.

Yeah, but that's a biased way to show the ranking. Either it shouldnt show anything or should default to fair.

It's supposed to be outside the scale, like a fuel gauge before you start the car. Which I agree is not great, but I can see what they were going for.
