The phrasing seems like a stretch. Everyone involved is cis, nobody was pointedly refusing to use preferred pronouns. Misgendering implies there was something transphobic happening (not that that wouldn't also be kind of on brand for Newsom). Just more vaguely queerphobic mysoginist BS from Newsom, pretty on brand, he's a POS, what else is new.
