I don't know it almost might be more effective to just fly some FPV drones to the area on a fixed wing platform launch them and then land them on the roof of the Ministry dropping leaflets that say in russian "Keep it up! You are doing great! You have almost won we promise!".

That is kind of worse than just being blown up after a certain point of hopelessness when you realize your cause is terminally futile. If you don't kill the russians that fail to prevent the attack they end up still working in those positions but are now depressed about their prospects and have to hide it while everyone looks on wondering if they actually know what the hell they are doing. Either that or russia has to undertake the beaucratic burden of replacing them for "more competent" replacements.
