In any context. It is not only for the cat's sake, but for the life of everything else around's sake. Cats wreak havoc on ecosystems, and they will also be exposed to more parasites and diseases outside, not just fleas. As well as predators such as coyotes or other various regional critters. Outdoor cats live nearly 3x less than indoor only cats.
