At this point, there appear to be two options. Start young and build a political career, locally to build a reputation as someone who cares about the people and will make things happen and foster this reputation with a good PR team and a really good team of dubious people to make sure your competition can't compete. I imagine it's hard to run for mayor if your house burns down. Eventually work your way up until you too are the powerful and hope that you don't lose sight along the way.

Second option, the list of rich and powerful people are publicly available and we know exactly how they got Luigi. Each iteration improves on the last.
