I guess it depends on the cartel's focus. Are they a drug cartel?
The Black Orchard β growers, & brewers.
The Phantom Crucible β they use experimental chemistry to make their product.
A price cartel (where they fix prices)? They would be focused on money.
The Thorned Veil β a cartel that hides behind beauty, elegance, and deception.
The Broken Halo Network β fallen idealists turned organized criminals.
A territorial cartel (where they have regions)? If you do "business" in another region, it might be your last "transaction".
The Crimson Ledger β every wrong and debt is written in blood.
The Ashen Wolves β enforcers who leave nothing but ashes of trespassers (or their buildings if they set up shop in the wrong place).

You can use em dashes yourself β just find out how, use a few big words, and bedazzle your readers!
I used em dashes when SMS messages had 160 character limits to βreallyβ put emphasis on words.
I also use them in place of semicolons β I find it easier to read and doesn't remind people of English class.
It helps that I have been writing this way for a while. My MySpace had em dashes back when the smartest AI we had was IBM's Watson.
