I feel like nukes are more just showpieces than item that anyone actually considers using.
Japan used to think that too
Honestly i don't think you are completely wrong. Most of the reason for having massive nuclear weapon inventory comes as a mean to dissuasion. However that doesn't necessarily mean they will never be used, just suggests it would not be like the apocalyptic war everyone thinks.
If Japan did think that, they thought it before several other countries in the world had nukes. I think any country has the ability to see that if they send nukes then they will be receiving nukes back to destroy them in about a few hours.
