Every landlord could literally just be replaced with a bucket or something to put money into for repairmen to take from and everything would be improved for everybody

A bank account.

They could all literally be replaced by a publicly visible but restricted user bank account.~or~ ~even~ ~better~ ~a~ ~credit~ ~union~
