I would like to hear the sounds the dog might have been making but this clip doesn't appear to have any.
Honestly, every dog should either be leashed or confined to a space, without exception, so the owner had this coming 100%.
I dont know why you are getting downvoted.
Mad or not. Excited or not. If that dog got out in the street and got hit by a car it would be 100% the owners fault for not securing the animal who is supposed to be in control.
On my instance is shows 32 up 8 down which is about what I would expect because many people treat dogs with unconditional trust and respect and therefor see leash laws as something for lesser human beings and incompetents, surely their own labrador or pitbull isn't like all the other ones.
