Ok, those sound like good suggestions. I'm not fond of gimp. Its a large, complex program for a fairly simple need.
On the other hand, its free, and it does everything. And I might need everything.
You outlined straightforward steps to get the job done.

You can also look for batch image resizer applications, workflow can be much simpler once you've found a set spot for file size and quality.
