My local game shop has one person who is extremely talented with coloured highlighters. They hand draw characters like Spiderman and Kratos and all sorts on their physical signage. It's epic, but I doubt they asked for permission 😂

A document formally issued to innumerable people by a government institution is a far cry from a hand-drawn poster made purely for personal decoration.

I suppose. I dunno how your libraries work, but here they're I would call "pseudo government". In the same way that a public school is technically government, but also nobody sues the teacher for using spiderman as a subject during art class
