This is never a good opinion to have.
As an american, I also don't feel bad for American civs as well. I get it, it sounds harsh, but unless you're ACTIVELY resisting or trying to foment change then I really have no sympathy for you.
ALL tax paying civilians of a country are complicit in its actions and or atrocities as long as they don't speak out or act to prevent them.
