No idea about the other buildings, but the gardeners at my apartment do that. I don't blame the gardeners, I blame the people who won't pay them a complete paycheck for doing a complete job unless they kill time with extra pointless leafblowing.

Edit: In this case, they should be paid for doing a full job even if they finish early.

I feel far more terrible for the gardeners because they're breathing gasoline fumes and losing their hearing the whole time. They're in the baking sun too. This is not the way to treat workers. Gardening is hard enough without making it harder.

Is it really different guys at each apartment? Would explain why it's on different days if it's the same guys.

Idk if it's different guys or the same guys. They all wear masks, hats, and unmarked clothing at my place. If I saw them at another building I wouldn't necessarily recognize them.
