Full of shit.
They probably mean Bureau of Land Management, as in they head out to Federal (i.e. public and uncongested) land to shoot guns on their own since the SRA wouldn't take them.
This sounds like a joke at first but I think that really is what they meant
Yeah, I wasn't joking. This is a pretty common thing to do out in the western US. It's often the only non-developed non-private land accessible.
