Because noone knows whether NATO will do that.

In fact if US did anything active hostile intervention against another NATO member, it is likely that NATO would simply crumble and the other members would claim that they wouldn't have to live up to their obligations, since NATO doesn't exist anymore.

The EU is a military alliance on its own, but it is not NATO though.
