No one from the studio explains what these limitations are, but players in the comments believe they include the restricted level-ups.

I remember reading that enough spells past 6th level are difficult to implement because of duration or scale. A couple high level spells got nerfed to fit the game- Hope (and Shart, i think) can use a modified Wish spell.
