Any ideas on enforcement? The IRS is underfunded and offshore accounts would most likely skyrocket

Even when "properly" funded, if the IRS goes after a bigger fish than themselves (Microsoft) they can bury the IRS by spending more in legal fees and lobbying than the IRS can counter.
