Strange headline. We've always had a police and border enforcement problem. All countries are rotting if you think of it that way.
What are you talking about?
Title says the agency is corrupted without (before) Trump and you're saying there's always been a problem with law enforcement agencies. What's the incongruency you're trying to point out? What is strange about it?
You need to get out more.
