Like what is the enforcement mechanism for "nobody is allowed to grow crops or build things anywhere on Earth"

Or do they actually expect the entire global population to unanimously decide they don't want potable water or antibiotics anymore

How far can you get from "everyone shares the communal toothbrush" before the communist label ceases to apply? Again, I would draw a firm distinction between the internet meme ideology no one actually believes in and the actual ideology people actually talk about.
