Yes, the OUN-B was maintained in exile by the CIA and its allies during the cold war. A lot of Ukrainian fascists (infamously) fled to Canada. After the cold war ended, these people were of course welcomed back into Ukrainian politics.

I doubt it could bring down Ukraine, though, liberals around the world have known for years that Ukraine had a huge nazi problem and they've been successfully plugging their ears and yelling "Putin troll" to ignore it. More likely this is really an issue of ties to Canadian politicians.

In the article it mentions a draft of the list being found by an historian. They said they were able to look at it which gives the impression its not public? Hopefully that person makes it available at some point because it would surely suggest what kind of thing is at issue. I wonder if it is under some sort of copyright or maybe he doesnt want to get scooped on some academic project by sharing his source materials. Or maybe he doesnt want to get sued by families since it probably contains at least a few totally random names and many more who would claim plausible deniability.
