I am no lawyer but the Geneva code is clear. Besides, ancient maritime law is older. We may be at war, but we are also at war against the sea and she is deadlier than either of us combined. When fighting is done, we are allies against the sea. It is about time someone in the US chain of command remembers that.

It's part of the Israeli strategy that they use on their own people. By implicating as many people as possible in the crime you create allies out of people by binding them to the common cause of not getting prosecuted for crime.

It's gangster mechanics. Mob mentality. You know crime.
