China’s (Voldemort) strategy is to have one “Death Eater” in every region (Order of the Phoenix) to tie down any possible rival. Russia (Malfoy) ties down Europe (Hermoine), North Korea (Crouch) ties down Japan (Cho Chang), Pakistan (Yaxley) ties down India (Shacklebolt), and Iran (LeStrange) ties down America (Harry Potter).
