It's on the same level as a slogan. Slogans and jokes are not supposed to be a substitute for serious analysis or even a political programme. It's like getting mad that "peace, land, and bread" doesn't include clean water because aktually people need clean water more than they need bread or arguing that "Black lives matter" shouldn't apply to African comprador leaders in charge of African neocolonies.
