It's a mashup between an old joke about a depressed clown and the poem Ozymandias by Shelley
Pagliacci but Ozymandias, no it doesn't make sense.
It does if you've seen the Watchmen movie.
I think, this maybe refers to the old joke about sad clown Pagliacci.
