I can't believe how pandering he is. Doing things that are low effort, and are broadly agreed to be functions of the government, all for what? To "get votes?" Absurd. What about the serious and important grifting work that needs to be done? What about the PoC that weren't consulted about this intrusion into their neighborhood?

He seems to be doing a mix of both. Small things for his community and bigger things that can lead to systemic changes.
