Mandatory driving school for everyone (except reciprocal agreements), first aid training, much more time- and cost-expensive path to obtain a licence, eye test by optometrist, high failure rate for exams (though this is possibly suspect)

I read that Germany formerly didn’t have expiry for licences but it seems you now do. Isn’t there also a requirement to carry first aid in the car? Not sure about that.

I also like the law that requires you to pull off the road during gridlock to allow emergency vehicles to pass and to force people to stop and give accident victims aid.

Yes first aid kit in the car and out must help people in distress.

Expiry is news to me, have to look that up. And we do have a lot of old people and also incompetent drivers on the roads. But cars are state religion so nobody wants to go anywhere near that.

If there is a jam you need to plan ahead to make room for emergency services. Although I thought that this the default? Who doesn't move out of the way when there is an ambulance behind them?! The difference here is maybe that there is a standardized way to make room so everyone can comply. Between the first lane and second lane from the center of the road you create a path by moving diagonal to the side respectively. If everybody does it right then there is plenty of room. But no, it is still an issue. Some people just don't pay attention to these things.
