Not American so I don't quite get how it works. Do you need to be affiliated with a party to vote? What does "...participated in a party's primary election..." mean?
From the "Vowel Party", Adam, Ellen, Igor, Oscar, and Ursula all want to be the congressperson for my district. I am a member of the Vowel Party. In May, I will vote in the Vowel Party Primary, to determine which of these five candidates will run as the Vowel Party Candidate in the General election. The other candidates will drop out of the general race when they lose the primary.
From the "Consonant Party", Bob, Charlie, David, Frank, and George all want the job. The "Consonant Party" will be running its primary in May, at the same time as the Vowel Party. They will determine which of these five candidates will run as the Consonant Party Candidate in the General election. I am not a member of the Consonant Party, so I do not get to vote in their primary.
(It is not expressly required that a general election candidate be a member of a party. Victor, Weller, and Xerxes can all run in the general election, independent of any party. However, it is rare for an independent to prevail in the general election.)
Next, at the November general election, I get to choose between the Vowel Party Candidate, the Consonant Party Candidate, or one of the Independent Candidates. I do not have to vote for a member of my party. I do not have to be a party member to vote in the general election; I can vote as an independent.
The fact that I voted in the primary is public record. The fact that I selected a Vowel Party ballot (Indicating membership in the Vowel Party) in the primary is public record. The specific vote I cast in that primary is secret.
The fact that I voted in the general election is public record. The specific ballot I cast in the general is secret.
