Okay, but what if the Nazi is sticking his little finger directly in front of your eye and chanting "I'm not touching you! I'm not touching you!" while his buddies creep up behind you with a big Holocaust themed butterfly net. Surely, then, you have no right to punch the Nazi, because he hasn't actually done anything wrong yet.
Also, what if the Nazi is a cop, and then the cops investigate the cops and they determine that the cops have done nothing wrong. Then, clearly, the Nazi hasn't done anything wrong and your hands are tied, right?
