I believe this would be considered a civil matter in most jurisdictions. Most municipal "courts" have little or no power, especially not the ability to issue arrest warrants. Of course in my state, traffic tickets go to county court. Some municipalities in my state have hearings for code violations, to call it a court would be absurd though, as you can challenge their ruling in real court.
