The general public isn't just the US, though.

He declared the pandemic is over in 2022 (and he's right it's endemic now) and ended the covid national emergency in 2023 after Congress forced the issue with a bill sponsored by Paul "Even My Close Family Says Not To Vote For Me"Gosar.
He never said covid is "over"
