If Paramount and Berman had some real stones, they'd have made a finale feature film and the movie is all centred around a Starfleet tribunal/hearing investigating Voyager, questioning the crew, side hearings discussing the EMH and 7 of 9 and ruling on what to do about the Maquis and Tom Paris, and all the relationship fallout.

No space battles save for maybe some flashbacks. A sci-fi legal drama. That would be so sick.
