Oh so this is the framing? Not that I have followed the situation that much, but pretty sure the ones standing againts negotiations have not been Russia.
They're trying to force Russia to give back the land it liberated from the fascists. Since the kamakazie incursion was an epic failure they're getting desperate and apparently willing to risk their own countries getting nuked for fascists to take the borderlands for their own profiteering.
Pretty sure Russia has been willing to negotiate for like ... checks notes ... two years now.
