Meanwhile increased military spending will quickly offset anything that 100 billion can do. Tanks, planes, armored vehicles, etc are very fuel hungry.

Also, completely unproductive. It's basically paying people to dig holes and fill them in, but with an added bonus of being terrible for the environment and paving the path to war.
