All the emails came from one address and carried an identical message, according to the Mainichi newspaper in Japan.

It was probably some idiot running scripts on their laptop. I expect email systems detect this activity easily and block it, but I guess not.

Mail servers will sometimes drop excessive mail if it comes too fast But an upper limit per address would be novel, and I'm not sure what sort of limits one would put there.

Thats such an insane over reaction that its unbelievable, and yeah all 8000 were the same message sent by the same person from the same email address, still disturbing but while technically true the headline implies something entirely different from the actual story.

The implication of receiving 8000 messages is that thousands of people sent those messages, not one dude running a bash script.
