theres a show with somewhat similar premise, except it they go back in time to prevent the oligarchs from ruining the future,adding a little "metahuman abilities" to the travelers that were snatched from various time lines, and placed to a specific point in time.

Good guess but nope this was more a 1950s type city i think it's was a bright early morning twilight type setting if that helps.
This reminds me of the Adjustment Bureau maybe? But I haven’t seen that one for a long ass time.
