As for 2x as controversial as removing much of the support, provided to allow disabled to interact in society on anything close to an equal basis.

This is good to see. 40 rebels isn't nearly enough to stop it – but there are some big names on the list, including people from the left and right of the party.
And: 40 rebels is enough that removing the whip from all of them would be madness. It might be enough to plant the seed that "rebelling is an option, actually".
