Note that this does not mean for Spain to decide on the proposed law directly. The proposed law has two interesting aspects that go beyond just not trading weapons.

The first is banning dual use goods including military fuels. The second is also denying access for any ships or plane carrying weapons or dual use goods to Israel. While the Strait of Gibraltar is excluded from nations exercising their sovereign sea rights as far as i understand, the length of the Spanish coast both in the Mediterranean and Atlantic will exclude such ships from access to many ports, driving their operations costs.
