It’s the punchline from a commercial for Tootsie Pops that first aired in 1969, though still airs decades later in shorter versions. No idea if it got used outside of the US.
The all threes image comes from near the end of the TNG episode “Cause and Effect”, a favorite of this community.

If you like JRPGs, great music, and a very strange anime-like story then yes. It is very good. Hell, I didn't even really feel like playing a turn-based game when I started it and the story and music alone are what I keep coming back for.
I miss turn based rpgs a lot. I'll have to grab this on sale. thanks, K!
