I'm pretty sure that's only for transiting through China. Basically, you'd have to fly from US > China > Destination. In that case, you can do essentially a 10 day layover in China without a visa. You can't just go US > China > US.
This aligns with the link that I posted. I see Chinese Officials accounts on twitter posting all the time that they want US to visit and buy things. If that's part of the condition, it is what it is.
