I like to bike and hence I think ebiking would be good too

I do both, and they are both good.

Also, skateboards are fun! Nowhere near as fast or efficient though.

I would like an ebike conversion that doesn't cost a thousand dollars, maybe it only gives so much torque or perhaps only has five minutes of battery juice, but I still would like that to be an option

Have a look at Bafang or maybe Photon, you can get good kits for under a thousand no problem.

You might be able to find stuff but I very strongly recommend against cheaping out for safety reasons, especially on the battery.

It's okay if the battery catches fire. Winter is coming, after all! Nothing like lighting a fire under one's ass to help motivate.
