Is this a desperate attempt to try and bring the audience back to marvel?
Every movie and show after Endgame has been an attempt to bring people back to Marvel.
The MCU only needed three phases.
I think there’s plenty of potential to tell good stories post-Endgame.
They just botched the whole thing by not letting it sit longer, and releasing more content in Phase 4 than in phases 1, 2 and 3 combined. The Phases keep getting shorter but require more time commitment than ever.
Imo it wasn't a single mistake, but many compounding ones:
As you said they should have let it sit a bit longer and imo also slowly build back up with some smaller scale movies.
They added series in the mix. Imo this is one of the biggest factors. They used shows like Wanda vision to help launch their streaming service and Loki to introduce the next major plot point. Thats a big issue as not everyone will want to commit to watch a full series, but those who don't will feel like missing something when watching the movie (no matter if this is true or not).
Just straight up subpar movies quality wise. Unrelated to other problems they just had a bunch of weak films.
They got unlucky with casting Jonathan Majors as the cornerstone of their next phase and him subsequently being convicted of assualt and harassment.

While true, everything pre endgame was also pretty successful, which hasn't really been the case since.
A little soon for such a blatant cash grab/marketing gimmick.
I wonder if they are trying to sort of pave over a lot of the mess that Bob Chapek made. Get people to watch Endgame again and remind them that they are capable of making good movies like that.
Bob Iger, who is back as CEO at Disney, admitted in May that Chapek had been too focused on quantity over quality and it was a mistake. I don't think anyone would disagree with that and I think it's good that they're acknowledging it. The new plan is 2 or 3 projects a year focusing on quality.
I hope that means that the focus will be on writing good stories and not just bigger explosions and more special effects. Pretty movies with lots of action are fun sometimes, but they can't hold a candle to a well written story with engaging characters.
