I hate to break your heart but Paint.NET isn't open source any more.

I'm not sure what you mean, but krita is open source and I don't run windows, so no experience with paint NET
Not a fan of it for advanced stuff but Gimp puts text on image admirably and fills all my cropping needs
What sort of "advanced stuff"? The only complaint I have about it is that none of its selection tools quite match how well Photoshop's Magic Wand tool works for cutting things out.

GIMP gets most of my needs covered. I've struggled to make good video memes with Kdenlive but it's possible too.
LibreOffice Draw works decently well for this.
