You absolutely can claim murder if there's no body it's just really difficult and rare.
It would be a really bad system otherwise.
For what it's worth, the office of the sheriff in Philadelphia is only responsible for courts, transporting prisoners and things like that. Bilal is not in charge of cops on the street.
